I'm at the point of just doing a clean install of the OS since I have the bootable USB but I wanted to pose this part problem the group for suggestions.

I then tried creating a bootable USB and tried the update / upgrade process from the USB drive but the same problem occurred, it looked like the upgrade installed but the machine would complete the update and restart. I tried numerous times and ran disk first aid. All the progress bars completed and it looked like it just wouldn't get to the restart after install. After the OS downloaded and installed the machine hung and wouldn't complete the install. It took a long time, but once it finished I was able to continue with the upgrade to the OS. I found the answer for that and ran some commands in terminal to restart the filevault conversion process.

What that turned out to be was a problem with filevault. When I tried to reinstall the OS it would hang and the target hard disk was greyed out.

Using target mode worked great to pull the data off the macbook.
